Yukari is one of the youkai sages that enforced the spellcard duels. No youkai cares more about Gensokyo's well being than Yukari. She's also the one that told youkai to migrate to Gensokyo. Reimu is like her bio-mechanical gate guard. Yukari didn't fight Reimu so much as she tested the extent of Reimu's abilities. As seen in this picture, Reimu is no match for Yukari, even while Yukari is going easy on her. Also see this:

Eirin doesn't really have an excuse for losing as she had no incentives. Holding back in such a situation would have only placed her NEET in more danger. Not to mention the fact that her apprentice, Yorihime, held back and still managed to draw against Reimu.

As for Yuka, there were no spellcard duels back then so your argument is moot. At least learn before posting. Oh, and just like all the youkai of Gensokyo, they have reasons for not killing Reimu.
