Surely editing stats values isn't that hard, the hardest part is making a successful kai 2 remodel. Kasumi and Asashio were major successes not in stats, but in design, which ultimately expands their figure lines. Kasumi was especially successful with fairy mustache Kasumi and an event entirely to herself. I think that's the first time they actually tried to make one of the historic fleets popular while before it was just a simple quest and routing. But still, they have significantly slowed down for whatever reason, unless they themselves set up these real life events and gatherings, which is pretty crazy, that should be the job of Kadokawa.
