I personally think that Cloche is the best choice if you plan to replay the game.
She's likable but her route is a little weaker than Jaqclis.

(And I think that the "insight" of her past is more interesting then Lucas - you'll understand once you reach Gaia)

and to your question about the towers.
yes, Shurelia's tower was finished, indeed.

The construction of Frelia's tower came to hold at about 25%

and Tyria couldn't finish to construct her tower, 'yet', but I won't spoiler you anything.

oh but just in case you didn't know,

the immediate danger of parts of Metafalss falling is basically Shurelia's fault -
due to the fact that she shut down her tower in AT1...

I tell you that because I didn't understand that for my first playthrough of the AT series,
