Akagi is a quest reward. From either defeating an enemy CV/CVL or having a CV/CVL in your fleet.

It's also best you don't get too fanatic with crafting when you're attempting 2-4. You can relax and craft all you want once you celared that obstacle, but until then use your resources to level your ships.
