Yes they do anon, it's logical when you think of it. First of all the japanese audience on YT isn't as big as you think, spend some time browsing Niconico to get an idea of the numbers a NATIVE JAPANESE SITE FOR JAPANESE get, then compare to YT, which while global and every normie and their dog has a jewgle account, the content for most of these virtual youtubers isn't very focused for gaijins. Make no mistake, even if they're on YT their primary audience is still japanese people.
And the type of gaijins that would even be interested in this extremely new and niche genre would be a very specific group of weebs, so thus it's easy to conclude that the majority of subs would come from japanese people, and gaijins are a minority.

I mean, just look at their twitters too and the content they publish there, if they wanted to expand and focus on overseas audience, they'd tone down on japanese net slang but nope.
The rapid rise in subs in such a short time could be attributed to Luna Kaguya, but certainly not the extreme numbers we're seeing here, as they should be mainstream already with these kind of numbers (to a japanese audience).
There HAS to be padding, although what percentage is anyone's guess and depends on the youtuber. Kizuna and Kaguya certainly are popular and ride on that wave of legit popularity and subs, but the others.....will have to make do with just the impression of riding on a wave through bots.
