Naima's design is genius. First of all, she's white and we all know caucasian middle eastern lolis from Syria or Iraq are the most beautiful in the world. The decorated pink hijab is hella cute and accentuates her modesty, making her appear exotic, pure, childish and playful at the same time. It also hides most of her head, giving her hair a mysterious allure that makes the idea of seeing it somehow lewd and intimate. She looks so modest and religious, it makes you want to strip her naked and see her wretched human form in all its glory, and observe her reaction to this shameful display.

We normally identify anime characters by their hair color and hairstyle. By hiding it, the most remarkable parts of her design become the few parts where she shows any skin. This association with skin rather than hair, especially when she's wearing such modest clothing, gives the impression that she's the human embodiment of a potato, which makes her seem cuter and dorkier. This is emphasized by her round loli face.

All this focus on her naked face, which would be impossible if her hair was visible, makes you think about other places where she might have a large surface of bare skin. This means her design as a whole almost forces you to imagine her bald pussy, tummy and ass cheeks.
