Uh, no, not really. No matter how good or unique his drawings are, ZUN isn't an artist, in the sense that drawing is neither his primary talent nor objective. He only draws his Touhous on occasion, so his style naturally only moves with baby-steps or even goes backwards with lack of practice. You can't really compare him to Wain by saying his art doesn't develop, because Wain's style had definitely been developed from the beginning of his carrer to its end (even if that development wasn't what you'd call "positive").
