Japanese idols are specifically made to love and for loving E V E R Y O N E (especially their fans). And that wota-oshimen relationship is built mostly of course, on trust. It largely depends on the fans' interests and/or yearnings to whom they are attached with.

However, that trust can also be broken. For example, lets say one idol dates someone, well they're not entirely immediately fucked per se since the fandom might still give her a chance (or not). The management in worse case scenarios might just demote you (sashi's case) or limit your opportunities in partaking future events.

When it comes to AKB management's approach to these shit its pretty kind of mixed. Justice can be pretty much delivered - Sasshi might have been banned completely- she's lucky that her punishment was minimal at best.

The thing and the issue here is, of course anyonymity. Who knows, even Yui Oguri right now has a secret LINE account dedicated for her you-know-who. There's a loophole to their love rule which I stated earlier. As long as NO ONE knows about your relationship (and those who know it agree to keep it a secret), you're mostly gonna be fine. But the case might be different if say, an idol breaks up with her secret bf- that's where all the scandals and shit appear, more like revenge porn.

However i still do support that AKB still has its love ban in place- despite some SEA sister groups planning to ban it. They're kinda worried if they're highest senbatsu bidders would be pissed off after knowing how impure and unfaithful their oshimen due to their scandalous acts.
