Get rid of Memeling, and it's a solid top 10. Get rid of Koakuma, bump Byakuren down some more, and it's a solid top 20. I really fail to see the issue. Sekibanki near 20, too. Good stuff.

The only thing I would disagree on personally is Sakuya being above the other playables, especially Reimu, but this is just my Reimumania manifesting.
