What are the censorship laws like in Japan. The visual novels I've seen always blur the genitalia completely. Doujinshi I read has really thin black lines around some part of the genitalia. Then hentai brought at a US DVD store I've seen is completely uncensored.

What's going on here?

If doujin people can get away with black lines that thing why can't they get away with no censorship? Why the hell would you censor anything that you need to be over 18 to buy? Why do so many countries have retarded censorship rules when the internet makes them so obsolete?
