But here's the thing - most of youkai either can't or don't want to.

If what you said was true, there would be no need in keeping the villagers in the dark about the nature of their existance in Gensokyo, just them believing in youkai would be enough. But instead they're kept ignorant, because otherwise the wouldn't fear youkai, which would kill them, and most youkai don't seem to be keen on the idea of improving their relationship much past that.

If they didn't need the Village they would be just as cruel to it's inhabitants as they are to outsiders, but that's not the case, so of course they'll try to placate them.
