Yes, one of "Kazuho"'s assigned traits is that she cares a lot about her supposed brother Rei, who is probably the person who gave her the whistle she typically carries with her. They never actually interact, though, since Kazuho seems to avoid actually trying to meet with her family members for some reason.
When she meets Satoshi for the first time, she ends up confusing him for her brother for some reason, even though they don't actually look alike. I just assume that she wants to steal Satoko's Nii-nii for reasons only known to herself.
Interestingly, in Ange's character story, she and Kazuho are actually compared in their goals to meet their family after going to the past, though as said, Kazuho doesn't actually interact with her family, so it's kind of a weird comparison for the story to make.
