Well, naval history is full of crazy designs after all. Novgorod and Popov may take the cake when it comes to unlikely ship designs, and have the distinction of being actually built instead of remaining on paper, but between the iceberg carrier, submersible cruisers, torpedo battleships, periscope-turret submarines (the British M-class, which had their guns poking out of the water when the submarine was just beneath the surface, allowing for some nice sneak attacks but also dooming the crew when the barrel let water in to the submarine), Canet guns (awesomely powerful, at the cost of firing once per hour) and oversized rafts carrying guns twice their own weight, there was certainly no dearth of competition.
