Not evil, just doing whatever she feels like with little regards to the moral sentiments and feelings of others.
I think this is the interpretation that makes the most sense, if we think of her as a Taoist hermit instead of just a wicked hermit.
To be specific, merely following the Tao wouldn't exclude her from being evil, (although Taoists might reject the distinction between good and evil), but combined with her very high human friendliness level (listed in Symposium of Post-Mysticism), her internal moral compass should work well enough even though she rejects external moral principles.
