I never got the argument that certain bust sizes were lewd and others were not lewd. Some people have large breasts. Some people have small breasts. The size of them has, to my mind, zero influence on how forced or fanservice-y a character is. No, it's more about what the breasts do. In Byakuren's case, for instance, her outfit is designed to push her breasts upwards and together, creating the illusion of greater size, and they're almost constantly heaving, even when at rest. If they were the exact same size, but they weren't jiggling non-stop, I rather doubt that people would care.

At least, I hope they wouldn't care, because caring about the breast size alone would imply that breast sizes over a given amount are automatically naughty and sinful, and therefore have no place in Touhou. So, yes, I can see why some people might be upset at Byakuren's level of fanservice, though I personally don't feel as though any of the characters were made overtly sexual, nor feel that their outfits were scandalous. I will say that I'm somewhat perplexed at the complete lack of bloomers, but that's about it.
