It's possible that this approach is unique to Minagoroshi, due to the added complication of the two police officers being present, but even in a more normal situation, I can't imagine the ever-cautious Okonogi taking the risk of having to capture two people at the same time, especially given that Satoko's value is negligible compared to that of Rika.
