The most suspicious part of his actions in Minagoroshi is he often has this smirk when doing or saying something suspicious, and he behaves the same way in Gou. What if he faked his death when Takano shot him? Tatarigoroshi already established that his testimony was impossible and a conspiracy was much more likely. When rereading the VN I also noticed how often he "stops time" to think and it plays out just like the scene where he gets shot.
