"Youkai" alone is way to broad. It's like saying "Animal".

-People seemed to be okay with a four-foot-tongued umbrella, who had a very open objective of scaring humans, babysitting their children.

-A bunch of people seemed to have those household youkai that were temporarily replaced by the hobgoblins (Even if they are spies for Yukari)

-there were youkai, in their schools, while the children are there, and people's concerns were ameliorated by a verbal confirmation from someone known to fraternize with youkai.

-The human village appears to have no internal youkai detection system. Reimu would make bank if there was regular demand for youkai-sealing talismins and the like.

IMO, it's akin to rural India where you have monkeys and cows just chilling but people are sure as shit going to react if a tiger is nearby- though being anti-tiger is not something to run an entire political platform on, instead favoring stuff like religion or basic needs.

I am pretty sure there are nonhumans that can manipulate all of these. I mean, there are friendly harvest goddesses for a start.
