PC-Engine is fine too if you have any good recommendations. I'd prefer PC-98 though, since the PCE's resolution sucks.
PC-FX has shitty resolution too, although there are 3 or 4 games on it that look interesting. Too mednafen doesn't run right on my PC, not to mention my cellphone which I want to play these on.

Neko Project 2 runs fine on my phone. Didn't have problems with anex86 or T-98next on my PC either. I've only tried out 10 or so games, though.
