She is a playable character in 6 games after she appeared, 3 of which are fighting games, and she hasn't been playable, or even an option, in the regular games for years. Marisa and Reimu are involved in every incident, and are always training to get stronger/getting stronger naturally, respectively. Sakuya is spending her time knifing intruders, galvanizing other maids/Meiling, and being the Devil's Dog. I don't think she's getting much stronger doing that.
