I'm personally on JP because I have a lot of shit there and don't plan to move even though the nice guy that translated the story and the events disappeared in the move between /vg/ and /jp/. I'm not going to shit on global because I don't have an account there so I don't really have the details and can't really give an informed opinion based on experience but everyone who I personally know that has played global hated it so I'd advise you to avoid that server at the very least so start on the SEA server if you'd like to have the game on English or JP if you can read Japanese. For English communities left, I guess there's this thread, the /u/ thread on their board and the discord for that one facebook/reddit fansite.

I haven't been able to play myself for a while but I look forward to playing again soon even if it'll be sort of lonely to be one of the few guys still interested in the game and story left.
