I don't think you can decline the nomination.
In an interview Tsujimoto explicitly said she didn't want to be nominated in DMM Awards few years ago. Still in the list, although she absent from the ceremony because of illness (probably an excuse Autist-chan made up to avoid making speech on the stage).
Shoko won the best newcomer previous year, of course everyone expect her to emulate Yua's success by winning the best actress after that. Can't really back up from that situation.
