I do think R07 is trying to sell Umineko considering this cafe tie-in, play, new soundtrack release and such, but I doubt anyone would back up an Umineko anime.

Also, pushing Higurashi connections even more explicitly would be pointless since he wouldn't want Higurashi connections overshadowing Umineko's main plot and cast. Heck, note how downplayed Bernkastel has been in all recent Umineko stuff in spite of being one of the most popular characters.
