I would point to Liar-soft as a company whose games consistently have an emphasis on story over the other elements of the games, and they've said as much in interviews and panels, but even they have a bottom line to worry about and their games need ero to sell just as much as anyone else's. Although we'll see what happens once the console port of Sona-Nyl is released.
