Not any previous anon, the Goro/Seija duo does seem pretty strong among the players in the story, but much of that could probably be attributed to them having a lot of fights scenes compared to the usual rape/fluff/tense negotiation. The only practical countermeasure I could think of to Seija's reversals is Nitori throwing pipe bombs at them and Seija's flipping power turning the duds live and the live one's into normal flying bars of metal. Issue is that doesn't really play with any actual 2hu's inherent powers (making that kinda boring) because they can all be reversed pretty well. Maybe Aya whips up a whirlwind to trap them, then uses the reversal to blow herself away to retreat? Yuugi's power manifests in a way Goro can't comprehend a counter to because it defies his simple Bhuddist virtues? Mima's jobber energy is accidentally reversed, transforming her into a true goddess and protagonist? In all these cases, Seija can just flip positions with her target and win because she has Kiyomaru on her side to aim her Zakeru; There's gotta be a way to break the duo's chain other than Reimu saying "lol no."

Best counter to the ability to travel through Nowhere would have to be serious restriction. Something like Goro entering a fully-meditative state to initiate it. Maybe even the tree mind-raping Goro the closer he got to it, throwing him and Seija far off course in reality from the rebound unless Goro can pinpoint the exact amount of focus he needs to stay away from it. Getsus did say the tree was only passing by Gensokyo's reality, maybe it leaves and now Goro is up shit creek without a reference point? Unless the tree image is purely a visualization of Sekai's power, then I appreciate the detail mentioned in the imagery. A power this strong can definitely justify Goro/Seija wins in the finale, but it needs to be a bitch to use to justify Goro/Seija losses and make the wins feel satisfying.

tl;dr - Powers that fuck with reality need a 'fuck around and find out' clause to avoid breaking Sagume's tier list.
