Well... it has been suggested that humans consider breasts attractive because they resemble buttocks. Apparently it is a vestigal trait carried over from how four-legged animals tend to sniff the female's rear end to sense whether she is in heat. Now since humans have long since gone bipedal and lost our once decent sense of smell, that attention has moved to the breasts since - to our basest sense of pattern recognition - they roughly resemble buttocks, and are closer to face height.
Just a theory, but still a theory.
