She is near the top. No one else can do what her and Yukari do innately. Maybe there are some lunarian super computers that are as good or better than they are but no single other character is like them in this regard. At least in terms of mathematical or raw intelligence. Chen isn't exactly smart but she does use help crunch big numbers as she did with Ran in Cheating Detective. Yukari is of course better than them when it comes to mathematics but not much else ;)
Your comment about kitsune got me thinking since i placed so much stock on the shikigami thing. Nine tailed foxes, according to different sources i looked at, are omniscient or at least can see and hear anything happening anywhere in the world. Now i could not find a single story validating this. Ran doesnt look to be either of these things but it does point toward her and foxes having gigantic brains. Although i still think her becoming a shikigami took her to the next level.
