Jo'on and Shion have a pretty interesting dynamic when you think about the events of the game, their natures, and how they both deal with (relatively) the same issue. Jo'on puts on a lot of pomp and circumstance, and is kind of an ass, but it's hinted at several times that she isn't really as bad as she seems on the surface and is largely just following her nature as a pestilence god. Whereas Shion looks much more pitiable in her drab attire and puppydog demeanor, it's likewise subtly hinted at that her actions are driven by illicit malintent.

By the end of the game, Shion bails on Jo'on to be with Tenshi because her lesbo angel powers cancel out Shion's. The easy route. Jo'on on the other hand actually makes the effort to train at the Temple, granted she eventually flakes on that, they did knock enough sense into her to not mindlessly steal from just everyone.
