Looks like they are trying to channel their pre-20th century white summer and blue winter uniforms (they switched to khaki during the Russo-Japanese War).

These uniforms in OP however look like they were designed by a homosexual science fiction futurist who watched too much Space Battleship Yamato and Iron Chef, and are not practical like actual field uniforms were
