For something like this you'd fill the hair layer with red. Change the blend mode to Color which is just above the layers. Then ctrl click the hair mask which is the black and white image next to the hair, select the 'Flare!' layer then press ctrl + U and bring the lightness down.
The selecting the mask and using ctrl + U thing then playing with the sliders can do most everything you'd want.
