Did the mod finally decide that the whole camera threads were no good and threw the ban hammer or were /jp/ camera residents bored already and found something else?

Creepy or not, this is free game. Yes, it does sound weird that /jp/ is doing this but so what? It's their (the nippon people) fucking choice to set the Camera as unprotected, which is prompted with a question in installation via computer

"Would you like to make this camera public?"
"yes" "no"

If you don't, you have to put a password. If you do, then Panasonic has the right to broadcast and allow others that very camera online to the viewing public
