The one with the idea of making a harem was Horizon itself after how Toori reached the point og almost dying 3 times in different battles, being the last one when Asama confessed to him. The whole idea behind the harem is based on 2 things coming from Horizon, 1) Toori's stability so they can avoid his dead and 2) Because Horizon wanted to have the people she loved the most always at her side, that's why even Kimi is living with them.

tl:dr yes it was Horizon the one who formed the harem, not Toori.
