I think they're called enma, they're small plates for making wishes used at Shinto shrines. You basically just write your wish on them and tie up on the prepared place and it is supposed to came true. Also a blank one costs 1000 yen and they have pens etc. over there.

Pic related, it's the one I put there. It came true, but not in the way I'd imagined.
