Actually, I tested a few videos, they abuse the tags to re-direct searches to their videos.
For example, this pic is from the metadata of one of the videos in one of those dox channels.
Even if the title/description of the video doesnt make a reference to Holo, they put the tags in it.

Also, independent vtubers use this too, and it's actually against the community guidelines but oh well.
