Tomato announced back in December on twitter the ending would be different. Around the time Vol1 of Meguri came out, the publisher's twitter also hyped it up saying Meguri eventually would lead to a completely new final arc.

I think he's referencing the promise Satoko and Rika make in Meguri about traveling together. Then Satoko brings it up while killing Rika to send her to the loops too. One of "Meguri"'s meanings is "tour" too.
