Things are always going to be sorted one way or another, but I don't see any real pattern here.
I found an image on the internet showing some older seals, and they seem to hold to release order/ID pretty well, except for the weirdly swapped Keiichi club leader from episode 18 and the gang studying from episode 19. Seals being out of place is clearly nothing out of the ordinary.

I really think there's no deeper meaning here, other than some faggy jap code fucking up.
