Sort by moon. However, this doesn't account for all targeting vs solo targeting. Assuming vs 3 enemies the break list would be as follows:

SFES Yorihime: 28 (18 in her last word)
Mecha Sakuya: 23
Sagume: 21 (25 counting her P1 spread/focus breaks)
ZUN Reisen: 18 (counting her P1 spread shot b/c she has P restore)
Eirin: 17
Rin: 17
ZUN Sakuya: 15
Reisen: 10
Clownpiece: 10
Yorihime: 10
Luna: 8
Iku: 8
Ringo: 8
Do note, however, that many of these characters have breaks only available at 3P, so not all of them are available to be used. ZUN Reisen deserves special notice for how available her breaks are, with the full set being available for only 1P. ZUN Sakuya is also pretty good with this, so in practice she'd rank a bit higher.
