I studied when I was taking an exam called Eiken. It is said that even native speakers cannot pass the highest level of this test. If you'd like to give it a go, here's the URL for the questions. The site is in Japanese, but I have translated the questions into English for you to see.

Seriously, passing the EIKEN does not mean you can speak English. A native English teacher at my school told me that even if you pass the EIKEN, you won't be able to speak English at the level of a native kindergarten student. The EIKEN focuses on grammar and vocabulary and is not practical. I don't speak any English either.

The test consists of reading and listening questions, and you have to score 70% to pass it. You need to get 70% of the marks to pass it, and even if you pass it, you still won't get the EIKEN qualification. If you pass the test, you will then have an interview. This is a very political test, so English language skills alone are not enough to pass. If you pass this interview, you will finally be qualified for the EIKEN.
