I would actually argue the opposite that statement is said by Toyohime who is biased and merely speculating. SSiB and by extension CiLR are, at the barest of summaries, about Yukari proving to Eirin she isn't as almighty she thinks she is, watch the entire final scene of the brain of the moon quaking in her boots at the realization she had been played, so my own interpretation is that she didn't have a master plan or a test, she did the alternative because it was clear the sister would not kill him, the Toyo retroactively added further meaning to the situation. But that's the way I understood the story.
