Bongous aren't really meta because any time you can sortie Hotels in an event over them you will, barring resource issues. Are they used more commonly? Hell yes, but when push comes to shove in events you want that Hotel who can take it and dish it at the same time.
You're right on Taihou/Kaga being the absolute best CVs because CVs have been reppuu mules since forever - and even if you wanted an offensive CV you'd pick Taihou anyway.

Most people dont S rank hard and play 1/3 roulette. Putting both on the top mean you have higher chance of getting both shot off rather than them getting hit to red during night batol.
