Tragically No.13 wouldn't have been considered since (at the time lol) Yamato was supposed to be the only ship with such large guns. Even though 46cm guns are kinda shit at lower tiers.
But Tosa and Kii being ignored for the completely paper all-forward that's crippled by the games shitty mechanics was really depressing
