I would also change these two:
>ffmpeg -i mmsh://center3.ntt-fukushima.com/n-jraizu -an -y -b:v 700k n-jraizu.webm
>ffmpeg -i mmsh://center3.ntt-fukushima.com/n-jraizu -y -b:v 700k n-jraizu.webm

by adding "-c:v vp8" to them like so:
ffmpeg -i mmsh://center3.ntt-fukushima.com/n-jraizu -an -y -c:v vp8 -b:v 700k n-jraizu.webm

Webm files can contain vp9 streams as well and I think ffmpeg will attempt to encode using vp9 if you don't mention one of the two specifically. The problem is 4chan doesn't allow vp9 so it rejects them.
