The distinction between people just there for the HHHNNNGGGHH factor and the people who are genuinely sexually aroused by drawings of characters with extremely childlike features is one people don't like to make because they're lazy.

At the core of the problem is both of them are essentially being attracted to little kids/little girls. It's a very fine line in a lot of people's minds between simple affection and something more overtly sexual, and again, they don't like to make that distinction because it involves thinking.
