It's not just part of the group; it's all of them. The only person talking "normally" is Isshiki, and he's clearly an unpleasant individual in his own right, doing nothing to diffuse tensions. If it was only part of the group who was afraid to talk to outsiders, and the others would try to engage with the villagers to some degree, the villagers would be much more sympathetic, if only because they'd be able to understand the Polaris members better.

And the only person who really claimed that the village held somewhat negative opinions on Keiichi's parents was Ooishi, who is not a very trustworthy individual and would be quick to blow minor rumours out of proportion while trying to intimidate Keiichi. We see in Meakashi that some of the villagers looked upset that the Maebara family wasn't helping with the missing Rika incident, and some believed that they hadn't joined the town council yet, but that they actually had, and it's just that the phone directory wasn't updated yet to include them. There's no actual evidence that there were significant negative sentiments against the Maebara family.

Satoko's traps on her mountain can be traced to at least '79, but even when Satoshi visits he describes them as playful, rather than actually malicious, and Satoko is still creating potentially dangerous traps on that mountain even in '83, so they're never treated as her actual misbehaviour as Rika and Chie described it in Tatarigoroshi, which involved stuff like breaking windows and shoplifting.
