Some of Remilias spellcards have a huge difference in difficulty depending on how lucky or unlucky you are. Scarlet gensokyo can throw solid walls at you or being rather easy. As such you can say your success is pre determined by fate (or RNG if you want to be boring). I don't think it was intentional by ZUN though, seeing how a few things were done differently after EoSD.
