Let's face it Holostars En needs a connective thread, the jp branch lacked any cohesion because they were essentially randomly designed and had no gimmicks. Now hear me out because I have a plan that would almost guarantee the success of Holostars EN and also bring the jp branch to unprecedented heights

Theme the Holostar EN group as a band of high class thieves, and reestablish lore behind the JP branch so that it makes sense that the ENs would want to steal from them. Under the guise of a semi scripted narrative you can force the EN stars to basically do wildcard streams and integrate with the EN girls as part of the "mission." Have them practice playing jazz under the guise of them sneaking into a venue as performers, have them all practice cooking in the collab streams to infiltrate Roberu's bar as line cooks, have them act out entire stage plays with the excuse being that they overtake a traveling theatre troupe as a way to escape the state. The critical failure of Holostars wasn't a lack of talent or just bad rigging, it was the fact that they have virtually no opportunities to go actually crazy with the fujobait personas they were given. Hololive En was the first generation to have somewhat of a connecting theme and it let's the girls play off eachother way more since they're on an equal battleground. They can survive on being cute for the most part, but after a while their ego consumes them and you end up with stuff like Haachaamaa who has just gone crazy with her own thoughts as a way to maintain content. The exception to this is of course fbk bit she's pri gamer. Fujobait type stuff like what the jp Holostars were made to be need something more connective than just "being hot." They need something unique that can propel them beyond the most surface level streams. The biggest reason Hololive endures is because of the talent they pick, but the second biggest reason is that the talent can synergize across generations. The stars were cut from that and given milqtoast personas. A way to instantly boost their numbers would obviously be more collabs with the girls, but since the branch is already solidified they can't do that without good reason, which is why I propose adding a semi scripted narrative element to the whole thing.
