The solution to maximize the happiness of both races is clear.

Humans cannot be free. If left to their own devices they'd choose monsters over human women more and more. The monster population grows, the human population dwindles, extinction is inevitable. Humans must be treated as a renewable resource. They must be subjugated.

Place them all under monster rule. The women could be used as livestock...but they're too intelligent and they can be dangerous on their own. In order for this to work, the human women too must be kept happy and unwilling to revolt.

Two segregated societies. One of humans only, both men and women, and one of monsters with human men integrated in.

Allow the humans to live out their days in peace and happiness under the protection of their monster superiors. Let them breed. Let them work. Let them create. But under our observation and control.

Integrate as many human men born into the human settlements into our own as we have need for. Best to take them when young. Raise them from infancy in a monster's world. They'll think nothing odd at all about living amongst us and courting with us when raised this way. Of course, human mothers are like monster mothers. They can be possessive. So instead, we take the unwanted male children. We institute a sizable monetary reward for any infant children willingly given to us by the mother. They'll begin giving birth willingly, solely to fuel our society for the sake of reward and luxury.

A complete merger into a single unified race is impossible, but it's perfectly possible live side-by-side as one inferior and one superior society.
