You don't need the entire city over there. It'd be probably mostly a bunch of men in crowds like that, which match the silhouettes we've seen.

>Plus, Keitarou is not close to anyone from Polaris at all, unlike in Hoshi. He's not friends with Inori, and Kururu wants all of them dead by this point in the story. There's no reason Keitarou would be with them, let alone burning with them.
If there's an open confrontation, where crowds from Hinamizawa are attacking them, I'm pretty sure we'll see Keitaro rushing over there even if he has no business doing it.

Also, Keitaro did save Inori and she tried to thank him a while back. So, the hand holding thing wouldn't be completely out of nowhere. It's just the pacing which is fucked.
