Ar Tonelico isn't final fantasy, it takes place on Ar ciel or it doesn't take place. An AT4 announcement is not likely since the creators consider the story more or less finished (enough so that a sequel isn't guaranteed at least. Hell they shut down the Tokusphere) and have moved on to other things. GUST is not a very big developer so they can't be working on a new AT or a game like one when they've got Atelier and Ciel no surge on their plate.
Take into account that their new owners Tecmo Koei apparently want GUST to focus on social gaming and a new AT-like game seems years away from being announced.

That being said if a new Ar Tonelico were to be released two possible settings come to mind.
1. A prequel that focuses on the events surrounding the grathnode inferia and the early tower development.
2. Focusing on the recolonisation of Ar Ciel's surface and the new interactions between the people of the three towers (covered a little by drama CDs)

It'd be nice if they did continue Ar Tonelico, the idea that hymmnos or the insane amount of world building efforts that went into things like sound science never getting used again is a little depressing.
