Based on these definitions, she can fit into the first one. She is able to influence the world in ways that nobody else in Ciconia has shown with her own mental capabilities. She's even able to erase memories, which is something completely unheard of. She also lays claim to the Wisdoms.
She can fit into the second definition since it's very broad.
The third definition actually fits "God's Messenger" more than what she's shown so far, which is interesting as fuck.
